O projeto, encaminhado pela Prefeitura no in\u00edcio deste ano, reduz a cobran\u00e7a do imposto para terrenos baldios e os situados em \u00c1reas de Prote\u00e7\u00e3o Permanente (APP).<\/span><\/p>\n<p><span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">A modifica\u00e7\u00e3o atenta \u00e0s sugest\u00f5es da popula\u00e7\u00e3o feitas ap\u00f3s a \u00faltima revis\u00e3o da Planta de Valores Gen\u00e9ricos, aprovada no ano passado. A necessidade de atualiza\u00e7\u00e3o foi apontada pelo Tribunal de Contas do Estado (TCE). Como ela n\u00e3o havia sido realizada em Passo Fundo por mais de 20 anos, o Munic\u00edpio avalia que houve algumas discrep\u00e2ncias na base de c\u00e1lculo do imposto e, com o novo Projeto de Lei Complementar, objetiva corrigir as diferen\u00e7as.<\/span><\/p>\n<p><b><span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">APPs<\/span><\/b><br \/><span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">O projeto isenta os propriet\u00e1rios de terrenos situados em APPs do pagamento do imposto. O Munic\u00edpio entende que, pelo fato de esses serem espa\u00e7os que devem ser protegidos, os donos ficam limitados no uso, o que tamb\u00e9m deve repercutir na esfera tribut\u00e1ria.<\/span><\/p>\n<p><b><span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">Terrenos baldios<\/span><\/b><br \/><span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">Atualmente, existem duas al\u00edquotas para terrenos baldios: de 4,5% para os que n\u00e3o possuem muro e passeio e de 3% para aqueles que possuem. Com o PLC, h\u00e1 unifica\u00e7\u00e3o de 3% para ambos e uma redu\u00e7\u00e3o de 0,5% para aqueles que, em rua pavimentada, possu\u00edrem muro regular e passeio. A proposta incentiva a melhor urbaniza\u00e7\u00e3o dos im\u00f3veis<\/span><\/p>\n<p><b><span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\">Terrenos baldios e glebas com mais de 10 mil metros quadrados<\/span><\/b><span style=\"background-image: initial; background-position: initial; background-size: initial; background-repeat: initial; background-attachment: initial; background-origin: initial; background-clip: initial;\"><br \/>O PLC prev\u00ea que os terrenos baldios e glebas com \u00e1rea igual ou superior a 10 mil metros quadrados tenham uma redu\u00e7\u00e3o de 60% sobre o valor venal do im\u00f3vel.
